MinnKota 80 lb Trolling Motor troubleshooting

I have a Minnkota 80 pound thrust on my Tritoon and it has very few hours on it. I just replaced one deep cycle battery and brought up the voltage to the normal 25 volts DC. My indicator on the housing shows fully charged but when I attempt to cycle the motor prop ...nothing! I hear what appears to sound like solenoid actuating but nothing. The prop is free from any fishing line etc and turns freely by hand. My buddy suggests that I look at the brushes as they might be corroded and stuck in their little housing not allowing them to properly function on the commutator. Again, I have full voltage all the way to the "torpedo looking prop head."

Any suggestions as to how to go about troubleshoot this issue?

Is it set up for 24 volt I have a 70lb thrust it is a 24 volt

I should have said 24 volt system. It's pretty normal for both batteries to be 12. ? Volts and combined they often hold a charge exceeding 24 volts.
