Ladder question

I just bought a 1988 Mon Arch 24 pontoon. A real fixer upper. This ladder came with the boat and the previous owner had no idea about it. Looks like it missing some hardware at the top. It may not even belong to this boat. Any ideas? Thanks. Sorry for the awful pictures.
