If you look under a pontoon, there are all the exposed ribs under the deck.
When you're running, water splashes up and hits these ribs, making a lot of noise, and actually slowing the boat down.
Underskinning is sheet metal attached to the ribs, making the underside smooth.
This makes the boat much quieter, and a bit faster.
