Anyone know where I might be able to find the replacement plastic the goes around he gauges on the helm?

Your best best is probably to remake it out of Starboard, but try Greatlakesskipper.com THey stock a lot of random parts.

If you want it to match perfectly and the current one is broken or faded your only option may be to repair the one you have.

Can you use a saw, sander, drill etc?

If so pm/I'm me and I will get you contact info for a plastic manufacturer that sells that stuff as a blank, you would have to use your as template.
