Ballistic Prop opinions

Any general characteristics of a SS Ballistic prop? Do they work well on pontoons?

I'm running a Ballistic 13 5/8" x 15 on a 22' Bennington pontoon with a Merc 115 2S. Performance seems average. WOT hits the recommended 5250 max RPM with 4 people and coolers. 5250 RPM produces 22-23 mph with 2 people. If I trim up much it blows out. If I trim up a little bit, motor pitch changes a bit, but will blow out when I get in chop or over rollers. If I run all the way down, it doesn't blow out.

Would I benefit from changing props?
Is there a rev limiter on a '99 Merc 115 2S? Am I magically hitting the recommended max RPM or is it hitting rev limiter? It doesn't sound different, just quits accelerating.
