Help with a kicker engine

I am installing a kicker on my pontoon boat. I have it mounted an the steering connected. I don't know how the fuel should be connected. My primary engine is a 4 stroke Mercury 40 HP. The kicker is a Mercury 9.9 4 stroke. So I connected to the existing fuel line between the bulb and the tank. But when I pump the kicker bulb it will not get hard, and the kicker will not start. The primary engine runs fine but it's bulb isn't rock hard like it was before. So my question is how do I connect my fuel to serve both engines from the same tank?
