Is it ok to use inboard oil for a outboard? The reason is I have a friend here at work who just changed his oil and showed me the oil bottle and it was for inboard motors.

If the API codes match then yes it's OK.
Should have the required code(s) in his Owners maunual or a sticker on the outboard it'self.
