Trailer Length vs Boat Length?

I'm thinking (again) about getting a trailer for our Pontoon. Is it as simple as getting a trailer the same length as the pontoon or should the trailer be a couple feet longer for some kind of ramp-loading cushion level?

Maybe I missed it, but doesn't anything that sticks out over 2' have to be red flagged??? I've seen a LOT of boats that ESPECIALLY with the motor in the up position, they are clearly in violation...
