I have not done it on a pontoon but on other items and had a fair amount of luck using a heat gun then followed up with goo-off. Start at the end of the decal and start heating it up as it start to peel off, keep heating the section that is still stuck and keep pulling easily. You can probably use a hair dryer but I picked up a cheap heat gun from Harbor Freight.
I will warn you that if the toon is more than a couple of years old, you may have to do some wet sanding, polishing, and waxing after you are done unless you are going back over the exact same area with another decal. The weathering and fading will be noticeable.

Spray paint takes a lot of paint and if wind is blowing it is a pita and over spray will get everywhere.
I will take pictures of my crappy job today and post them, check out youtube videos of rolling oon rustoleum paint it is amazing, i didnt go that crazy though.
I didnt wet sand or add hardener
