WHAT are these straps for?

Anyone know what these straps are for? They do not fit around the arch, so that's a no go. I thought they might clip into another strap and go around the ski-tow bar to keep the cover raised slightly due to water but no additional strap? Any other ideas? Need to know. SouthBay 925SS

My South Bay (no arch) had them and my Excursion (no arch) has them and I use them the same way you do (ha ha). Pretty sure they are used for storing your cover in a nice neat package instead of rolling it up and jamming it under a seat. I seem to recall tat when I took delivery of my South Bay, the cover was rolled up nicely and those straps wrapped around it and were clipped.
