Manual Relief Valve Questions - Help!

Replacing the trim motor and the manual relief valve. Having a problem with the relief valve -- Can't get it to screw all the way into the manifold. Of course, it's a flat screwdriver slot and nothing more. Couple of questions:
A. What can be done to get it driven all the way in?
B. What is the metal clip for at the screw head?
C. One of the O-rings has a gap in it? Is this right?

This is killing me and I could use some solid advice. Thanks in advance for any help.

Since the 3rd oring looks broken, is the other pc in the hole still, blocking the way?
