2017 Sylvan 8522 Entertainer Tritoon Merc 150 prop help

Hoping you can help me out with props.
I have a 2017 Sylvan mirage 8522 entertainer tritoon model with a 2017 Merc 150 4 stroke. This pontoon has 6 lifting strakes and the third pontoon being full length.
The boat came with a 15x13p 3 blade currently reaching 5200 rpm at 32 mph.
When I bought the boat they claimed over and over that it was properly setup for the boat telling me it will be max rpm 5800 at 38 mph. I knew something was wrong when i looked at the prop out of the water and noticed that each fin has what i call cavitation burn. I have lowered one hole.
I have tried;
Enertia 14.25x18p 3 blade resulting in 33mph at 4800rpm. This one made the motor sluggish, too heavy.
Quicksilver 4 blade 14x16p at 5200rpm at 32mph.
Before trying these props a local marine tech looked at the boat and told me to lower the motor one hole. Which I am now on the third hole down. Now that I have lowered it, I have decreased by 100rpms and am not able to see the cavitation plate at WOT which is now only 5100, And with all props I will blow out before I reach max trim which is 3/4 down with Merc’s smart trim since lowering.
I am not looking for a race boat, just simply looking to get the boat to perform as it should with what the dealer claims at 38mph. The Merc 150 so far is not performing to what I had expected.
Since I am new to this and it seems like propping correctly is like gambling, which I suck at also, I am asking for help. Thanks!!
