How about some rope and pulleys to steer ?? I remember trying to do that when I was a kid and tried to build a "soap box Derby" car out of 2 x 4's and the wheels I stole off our lawnmower. We lived on a steep hill and I was sure it would work. My best friend and I spent a week building it in secret and were just minutes away from our maiden run down the hill when my mom came home from shopping and saw us. Needless to say, the car never ran down that hill. In hindsight, my mom probably saved our lives, or at least a few broken bones! And that was before we were old enough to be drinking beer!

Now I'm thinking about a jet drive instead. 290 gallons per minute is a LOT of water... and a flexible hose sure does simplify things,
