Looked at an 2013 Avalon Fish RF 22' today. Has 115 HP Merc with Hydraulic steering, has approx 20 hours on the boat, upgraded helm seat, Garmin GPS, electr. bimini, dual batterie, electr. anchor, live well, changing room with porta potty, two fishing seats at the aft, trailer plus fenders ETC. Sad story of original owner passed away and brother is selling it. They are asking 25K and the boat looks like new. Is this a good price? New to the toon thing and this would be my first.

Given what I paid for my VF22 Suncatcher, that sounds like a reasonable deal.
It's probably close to what they paid for it, so neither of you would get hurt on the deal.
Might check to see if there's any "Warranty" on it that goes with the boat.
But if I didn't own mine and was looking for one, I'd consider the one you're looking at.
