brake horsepower rpms vs max rpms - propping

When you are propping are you looking to use the max rpms possible for the motor or the manufacture's certified brake horsepower rpms? for example my motor has a max rpm of 6000 but the horsepower(60) is certified brake at 5500 rpms.

You are looking to avoid going over the Owner's Manual recommended Wide Open Throttle setting...

Ok, Thank you. Also my owners manual has a list of approved props to use with this engine, are there any risks to deviating from the sizes listed? No worries about warranty, its a motor from 1980.
