we have shore power on are pier and i would like to add an AC outlet and breaker panel to the boat over the winter. how should this be grounded? if to the aluminum frame is electrolysis a problem

I wouldn't ground the boat into any circuit. You've got to essentially treat the wall socket and wiring like a high quality extension cord.

Every time I do construction around my dock, I have to be double careful on how wires are placed, even going as far as to tie them off so that a wire will not go into the water if it's hot. I try to use battery powered drills when possible.

After having several boats using shorepower, I would suggest a good quality marine grade extension cord. Velcro bands are cheap and easy to hold the line to the railings. All them 20, 30 and 50 amp plugs and such are out of sight in prices. If you are enclosed and need air then thats another story.
