prop suggestion for a 1990 Johnson 140?

I just got my new (used) johnson 140 25" on my 25fter and could only get 4500rpm at a WOT at a whopping 25mph (GPS). My mechanic says he has a bunch of props laying around the shop that I can try out, any suggestions on what i should try?

I have a 15p on my 22 footer with a 150 so I think you'll need below a 15p
