I'm sure it was Bill. He also carries a eBay classified that he sells a lot of useful boating stuff on and usually lists a copy of the very posting you embedded here, but I don't see any tubes listed right now. See

yep I think I am buying a new transom pan that doesn't HAVE WOOD! my 3rd one is sagging now.....
