Toon care

Hi guys,
need some advice on winterizing/repairing the toon.
First my left log has some water inside. The drain plugs in the back of both toon have been patched with some kind of epoxy rubbery thing. I'd like to peel it out, drain the logs and repatch it. What kind of epoxy is recommended for this type of job?
Second, both logs have algae and barnacles on them, I would like to bottom paint them. My plan is to sand the crap off, while leaving the current black paint on there so I don't ave to metal prime it, then repaint several coats of maybe interlux Pacifica Plus on there. Any tips for this type of job?
