Motor only tilts when in gear

I seem to have a problem where my TRIM/TILT ? not sure id that's correct, works only when i am in gear.
when under power ( in gear forward or reverse) ,I can raise the angle of the motor up or down using the switch on the OMC contols.
If sitting at the dock and just running the motor, will not lift.
any help or ideas ?

your trim is what is working.....or sounds like to me. I don't know omc, I have Merc's.
if you turn the motor off......will it tilt up...???
what year...?
what hp...???

I have a truck that the radio only worked while it was in gear (std tran) going down the road??? It turned out it was the only way it was getting a good ground. I would clean all the electrical connections.

with motor off it will tilt up. I hear the motor, but no tilt.

if you can hear pump running but are getting no movement, i would suggest checking fluid level. you will have to raise motor manually as fill port is behind motor

Could easily be low fluid as suggested.
Along with that problem, you may not be getting enough voltage to the pump to overcome the low fluid. When you are in gear (higher revs) your voltage will be higher. You can verify this with a battery booster. If it tilts when boosting voltage, you will have your answer.
