Have I hit a brick wall?

So I'm new to the site and pontoons but I'm not to boats in general. I've been snooping around on here for quite some time and have really tried to soak in all the massive amounts of knowledge and advice you guys have here, but I just can't make heads or tails of my situation.

I've got a 25 ft tritoon with a 4.3 merc, no strakes and currently a 15p prop.

I have tried 6 different props on this boat and no matter what pitch or what rpm this thing will only do 25 mph!!! 2400 rpm + 21p = 25 mph. 4800 rpm + 13p = 25 mph. 4400 rpm + 15p = 25 mph

I'm stuck on what to do.... Am I missing something here or do I just need to accept the fact that I bought a big ol' honkin party barge and just invest in multiple Margarita machines? Haha

I don't even think this baby would see 30 mph if I pushed it off a cliff..... :donno

to start with its the type of hull, a pontoon is a displacement hull not a planning hull, sort of like shoving a brick through the water and not on top of it a tri toon with strakes dose give it enough life to sort of plain if it has enough brute HP behind it, then consider its a living room on the water, you may be able to squeze a few more MPH out of it if you fine tune a few things, but crank up the blender put your feet up and enjoy the ride
