What is the ave. charge for this it is off of a merc 4 stroke 60 hp 11p.
I plan on buying a new one and using the old one as a spare.

You are gonna have to check around????? Had mine done at Tacoma prop and they charged me 75.00 for a complete refurbish and it was off the same engine as yours.
seems like the mercury aluminum prop 3 bladed is the best way to go price wise. Like everything else it just depends what you want.
Tacoma prop turned mine around in about 8 days. I bought a new one from them and when it got here I used the same box to ship the screwed up one to them and they shipped it back. all within about 8 days.
There should be a prop repair shop around LA/ Long beach or the Bay area just have to google them up. GOOD LUCK

If you send it out to the southern calif area.... I would recommend Hill propellers in Santa Ana Calif.... they do everything from mild to wild!!! and the pricing is more than fair in my experiences...

I would say the $70-75 price is about normal if you are having dings and chunks repaired -- that's what I also paid here in Tulsa on my aluminum prop. I kept that prop as a spare when I changed over to a SS prop. I'll use the aluminum if I ever go back to the lakes with rocky bottoms (the reason I had to get the prop repaired originally). The lake I'm mainly on is a sandy bottom lake so I decided to go with SS.
