Maybe you should be double checking your list

mine called for both motor and lower unit oil changes at ten hours of operation.
As far as filling with oil to the full line itself I tend to leave mine and call it good somewhere around the three quarters mark myself simply because mine hasn't as yet used any oil. Now if it ever gets to the point where the motor starts consuming some oil I would then starting filling it up to full allowing me more margin for my own bouts of negligence of staying on top of it.

The shop manual and the user's guide both say "Initial" is 20 hours or 3 months.
It may be part of the California "not so fast" campaign.

You know, I found Yamaha 4 stroke oil and oil filters at my local Wal Mart. They also have Quicksilver products. The marine Yamaha outboard oil filter will fill the bill on my Waverunner for less than half their price of the local Yamaha cycle dealership.
I've also found Wal Mart to be over $1 per quart lower priced on regular oil than some of the big National Auto Parts stores--O'Reilly/Advanced/Autozone.

I wish I had seen this an hour ago. I just ordered Yamaha filters from Boats.net for $7.95 each (9.50 by the time they got shipped)
