I stashed it away because I have way too many irons in the fire to start working on it. For now I have decided to keep it a boat another dock came my way for $50. In an effort to invest a little money as possible, I am just going to work with what I have. I would like to turn the Pontoon Dragoon into a pirate ship, well, I would like to make it resemble a pirate ship. I have two small boys that would have a blast on a Pirate Pontoon Dragoon and it will make an excellent place to consume some grog.
The Plan:
Replace any rotten beams and flooring
Reinstall the homemade (electrical conduit) fencing and paint it to resemble the boards on a pirate ship
use the rickety canopy as the "captain's quarters"
Install a diving board as "the plank"
Make some kind of cannon that uses c02 or something of the sort to make a loud racket
Stencil the scull and cross bones all over
Add a bar for said grog consumption
LED lights strip lights everywhere!
Install a "center mast" with look out sized for a stuffed animal and small "no quarter" flag
Power:
best case, find an old motor and controls, and then affix a wooden ship wheel - might already have a line on a cheap setup.....
worst case, use my 30hp tiller (it will be used and docked in a 1/4 mile radius save a few 1 mile trips to run supplies)

The Budget: Not much, I could go up to $1500 but would like to keep cost low as possible
