97 Suntracker Toon leaking

I was told that the back plug on top of the toon is a siphon tube. Can anyone verify this? Looks like it will be hard to get the water out if not. There certainly is no room hardly to get to the plugs on this model. I will pressure check the toon for leaks and repair as needed. I am a decent tig welder on aluminum. Any input or suggestions will be appreciated. Always good on here.

I had a crack in a weld on my front cap. I went and talked to someone who welded aluminum, he said drill a hole in towards the bottom of the toon, park it on an incline to drain the water. Once the water was drained he welded the crack and the hole I drilled. 1/16 in.
