Google "wax the bottom of my boat" or "boat hull smooth or rough".

You are going to see opinions from bass fishermen, high performance boat racers, radio control boat guys, naval architects, Boeing guys, etc....Pretty interesting stuff out there with two opposing sides. A lot of big big money has been spent studying this. Lots of factors and variables.

Some experts claim super-smooth and others say rough (what Drago said - shark/dolphin skin).
