Branden, looks like fuel to me as well, the carbs should have an overflow vent on them, thats why it's coming out the little hole, not the exhaust. Pull the engine cover, and pump up the primer ball, then look to see which carb the fuel is coming out of. That carb has a stuck needle or stuck float. Now get online to one of the boat motor parts houses, find your model of engine and look up the carb exploded parts diagram, this will give you a feel for how they come apart and what is inside them. They are really pretty simple, just take you time and clean the parts thoroughly. If you have a bad float, you can shake it next to your ear and hear the fuel sloshing in it. Thanks alot, good advice I was looking at it a bit earlier and all it looks like to come apart is 6 long bolts and to disconnect 3 hoses. Looks like the timing rod and everything should come out in one piece after that. Is there anything I can totally screw up doing this and end up having to take it to a mechanic?

My old toon had a 25hp mariner 2 stroke.

I was having problems kind of similar to yours. I cleaned carbs, ect ect ect. With no luck. It was very hard to even get started, and would only run at high RPMS.

Ended up being the reed valve gasket. If you pull the carbs, (located right behind the carbs). There is a rubber gasket that separates the cylinders. My gaskets were completely eaten away by ethanol gas would be my guess. After I replaced that (10 dollar part) it ran perfect again.

Just a thought, I'm not a mechanic or anything. But throwing an idea out there.

Thank you, I am going to try to do this Monday I am just trying to do a little research and I may be making more out of it than what it really is I just dont want to mess anything up and then have to pay a bunch of money to get it fixed. Trying to find out if there is anything that I absolutely do not want to do before I take it on.
