My neighbor is making a ski bar for me,what would the best paint be for it.Have anyone used chrome paint

I have use the aluminum paint with clear coat over top with decent results.
If it aint broke your not having enough fun

See if you can find someone to powercoat it. They have some heavy metallic and silver colors.
A more expensive option would be to find a chrome outfit--if it's really, really nice.

I agree, powdercoat if you can. If not, I did 3 coats of primer, sanded between each one, then 3 coats of color, sanding between each coat, and topped off with 2 coats of clear. Mine still looks like new, after 2 years in the elements.
My ski tow bar is made from steel tubing though, not aluminum.

When I built mine, I ended up just painting it with aluminum colored paint
Building a Ski/Tube tow bar But now I am thinking I should pull it back off and have it powder coated. The paint worked just fine, no complaints. The only problem I had (my fault) was the first time we had the pontoon out after installation of the tube/ski tow bar, my tube was sitting on the sun deck and it flew off (tied to the boat still) but the rope drug across the relatively fresh paint and scuffed the snot out of it. The scuffs are not that obvious but if you are looking for them, you can see them.
